"In terms of the actual impacts of high tide flooding relative to sea level, I think Charleston and Norfolk are in similar situations in terms of exposure to tides," said William Sweet, an oceanographer at the National Oceanic and Atmospheric Administration.

"I can say that the rise of the sea level in these areas, and their division by region, is a story that explains what will happen in the coming decades to many other communities throughout the country," he said.

Historic foundations such as Fort Sumter, now a state historic center, that have stood for centuries are also at risk.
